Can someone help me identify the name of a game

I can't remember the name since I had this system was like 10 plus years and no longer own it...

The game have this features:

* Side-scrolling beat'em up game
* Three character to choose in the beginning (Red, Yellow, Blue). Sort of like power ranger

* First stage is in the city

I can only remember these, but if anyone can post some image of what they found I may be able to immediately recognize if that is the game I am looking for...

Sounds close to Riot Zone (http://www.vc-reviews.com/games/tg16/riot_zone) but it only has two characters to choose from. Was it a CD or chip game?
