It seems like this game was fully translated but I can't find either the patch or a rom with the patch on it anywhere. Is there a place that hosts this file? Thank you for your time.

Nightwolve, one of the authors of the translation, has put his site down many months ago as he's too busy lashing out at Bolchevik Obama (his words). I don't know if the translation is still publicly available.
