 Is GPEngine as good as Magic Engine? Can games run smoothly? I am thinking about buying a GP32, and having a high-quality PCE emulator would definitely be a plus.

 GPEngine is a very competent PCE emulator. It is not as good as Magic Engine but then to compare it with the mother of all PCE emus, is a little unfair anyway!
   
 If you do get yourself a GP32 (which I highly recommend you do!), then I'm more than willing to help you out with any problems/questions you have with setup etc.

 I tried to see what it would look like by using GeePee32 on my PC, but I am not sure the result would be very accurate. How are the emulated games on the GP32? Do they run full speed? I am mostly addicted to Final Match Tennis and F1 Circus 9x. I'm also spending quite some time on MAME, actually.
